Interstate Medical Licensure Compact (IMLC)

The Interstate Medical Licensure Compact (IMLC) offers an expedited path to medical licensure in 20 states. There are many patients, particularly in rural and under-served communities, who do not have access to qualified physicians when they need them. The IMLC process eases the burden of obtaining licenses in multiple states in order to meet patient demand triggered by a shortage of state licensed physicians. Qualified candidates can now become fully licensed, with a single application, in participating states without going through a traditional application process.

To increase access to health care for patients in underserved or rural areas and allowing them to more easily connect with medical experts through the use of telemedicine technologies.

IMLC Progress Thus Far

IMLC Member States serving as state of principal licensure (SPL) states and issuing licenses. (18 states)

Alabama, Arizona, Colorado, Idaho, Illinois, Iowa, Kansas, Maine, Mississippi, Montana, Nebraska, Nevada, New Hampshire, South Dakota, Washington, West Virginia, Wisconsin, and Wyoming

IMLC Member States serving as non-SPL states, but issuing licenses. (2 states)

Minnesota, Utah

States in which the IMLC legislation has passed, but implantation is still in process. (5 states)

Maryland, Pennsylvania, Tennessee, Vermont, Washington D.C.

IMLC Eligibility

T0 be eligible, you must hold a full, unrestricted medical license in one of the 20 SPL Member States AND one of the following must apply:

  • Your primary residence is in the SPL(State of Principal Licensure)
  • At least 25% of your practice of medicine occurs in the SPL
  • Your employer is located in the SPL
  • You use the SPL as your state of residence for U.S. federal income tax purposes
